However, there will be no issue going through a no touch style one as there is nothing that could get caught on the basket. The Curt Roof Mounted Cargo Basket # C18115 you referenced does have an E-coated finish which is designed to protect it from corrosion. Additionally, this basket has a one-year warranty on its finish and a lifetime warranty in terms of defects. So while it does have a rust-resistant finish, should the basket become rusted you do have protection from the manufacturer.

Any object on the roof of a vehicle will make some wind noise at highway speed and this includes roof racks themselves, roof cargo baskets like the Yakima Load Warrior # Y07070 and even the more aerodynamic enclosed carriers like their RocketBox Pro 14 Rooftop Cargo Box # Y07192. You can certainly mount two Yakima FrontLoader Bike Carriers, # Y02103, to the LoadWarrior Cargo Basket, # Y07070, and load cargo in between, but you will need two of the Yakima Loadbars, # 8870042, to mount the bike racks. The FrontLoader bike racks require two crossbars to attach to and these loadbars will provide the crossbars on top of the LoadWarrior cargo basket for the bike carriers.

There's no reason why you can't shorten those U-bolts so they don't extend up into the basket. A hacksaw would work, but a rotary tool like a Dremel with a cut-off wheel would make a much cleaner cut and not mess up the threads. You can use a small file to clean up the threads after you've cut off the excess length.

The mounting bracket included with the Yakima MegaWarrior, part # Y07080-82 can be moved so they line up with the crossbars on your Outback.
The only requirement is that the minimum crossbar spread should be 36 inches and the maximum should be 60 inches. The problem with the added extension is just what you are saying. It may inhibit being able to fully open the hatchback. You may be able to shift the basket forward to allow the hatch to open.
